The death of the prominent Seoul National University Law professor, Tsche Chong-kil was first made public on the 25th, October. Kim Chi-yol, the deputy director of the Korea Central Intelligent Agency(KCIA), announced "the exposure of a large-scale spy ring operating in Europe, whose members included Lee Jae-won, and his brother, Lee Jae-moon," and that Prof. Tsche had committed suicide by jumping from the men's restroom during investigation at the KCIA building in Mt. Namsan.
Prof. Tsche, having been requested to cooperate with the agency in the investigation of the spy ring, arrived at the KCIA building at 2 pm on October 16. But the news of his having commited suicide at 1:30 am on October 19, was belatedly announced on the 25th of the same month.
After his case was revealed, his family was forced to hold a secret funeral service. They was convinced that the professor was tortured to death, but they couldn't complain of injustice anywhere because of the threats and deceptions by the powerful KCIA. His postmortem examination at the National Scientific, Criminal & Investigation Laboratory(NSCIL) even was conducted without the presence of his family. However, the seed of the truth started to sprout even under the ruthless dictatorship. People believed that "he was killed from electronic torture, and then his death was disguised as a suicide."
The seed of the truth first showed a sign of sprouting in a prayer meeting for those who died for the recovery of the human rights', taking place at Myung-dong Cathedral on December 18, 1974. Father Oh Tae-soon of the Catholic Priests' Association for Justice(CPAJ) said painfully in the Professor's memorial service:
