The slogan 'HIV does not discriminate' is one of the fundamental beliefs of HIV=AIDS theory. Nevertheless, HIV has been spreading like wildfire among Africans in Sub-Saraha Africa, American Blacks, and in particular African American women. African Americans are about 12-13 percent of the U.S. population, but represent 47 percent of Americans living with HIV, and 49 percent of Americans who were diagnosed with HIV in 2005, according to the Center for Disease Control (CDC). Black men are nearly seven times as likely to have HIV as white men, and twice as likely to be infected as black women. Black women have an HIV diagnosis rate 20 times higher the rate for white women, according to the CDC. The disproportion of new HIV cases among Black women in America has been increasing at the fastest rate in America. Black women are 20 times more likely to contract HIV than White women. HIV=AIDS experts and researchers have been searching for the reasons for the fast growing high number of new HIV cases among Black women since at least 1995. The Daily News in a 1998 Special Supplement on HIV and AIDS described Black women as being in a ‘crises’ because of the high number of them with HIV. Unexplainable, the numbers of HIV Positive heterosexual Black men was not included in the article although it seems logical that HIV Positive heterosexual men were needed to infect heterosexual women. In about 2004, Blacks organizing ‘Black HIV Awareness Day’ again called the rising number of Black women with HIV a ‘health crisis’ and Africa became the HIV epidemic ground zero. The question is ‘Why’?

Back in the late 90’s, the Kaiser Family Institute, a leading proponent of the HIV=AIDS dogma, estimated that (32%) of Black women were infected with HIV (the retrovirus widely believed to cause AIDS) by injection drug use or sharing infected syringes with their partners or they had sex with HIV infected IV drug users. In an effort to address this problem, HIV advocates fought for clean needle programs that targeted IV drug users with easily accessible information, clean needle kits, and HIV tests. This effort was very successful in reducing the number of IV drug users infecting partners, according to research, but HIV among Black women continued to climb. So-called experts looked for another reason for the fast growth of new cases of Black women with HIV. A few years back, the HIV researchers came up with another theory to answer that question.

Around 2003, Oprah Winfrey hosted D.L. King who admitted to his wife that he had a secret gay affair and it prompted him to write the book ‘On the Down Low: A Journey into the Lives of "Straight" Black Men Who Sleep with Men’. The author J.L. King says there's a secret sexual lifestyle called living on the "down low," an expression used to describe men who are married or have girlfriends but are secretly sleeping with men. J.L. knows first-hand about living this double life. The CDC claimed that 30 percent of all Black bisexual men has HIV and as many as 80% do not know they are infected. The DL men were thought of as a ‘bridge’ to infection from gay men to heterosexual Black women. Clearly, DL men do contribute to the spread of HIV among Black women but there is no hard data on how many Black heterosexual men are on the down and low and most people believe it is not a significant factor. Nevertheless, there is a new theory that the high number of Black men in prison somehow suggest that many are engaged in homosexual intercourse and this behavior contributes to a high number of them becoming HIV Positive. On there release from prison, these Black men pass the HIV virus on to heterosexual Black women. Again, there is no research that validates this theory. The questions about the spread of HIV among Blacks remain.

In commemoration of the 25th anniversary of the first diagnosed cases in America of what has become known as AIDS, Black Leaders from multiple sectors of the community – elected officials, civil rights, entertainment, media, and faith – issued a call to action and declaration of commitment to end the AIDS epidemic in Black America. Lets be truthful, the safe sex campaigns in Black urban communities that involve condom distribution and absentence have not worked. Failure doesn't mean we should give up on HIV Prevention. Phill Wilson, Executive Director of the Black AIDS Institute said AIDS in America is a 'Black disease'. We agree. But, why is HIV a Black disease? Isn't it time we as a people take a new look at some of the old HIV=AIDS models that haven't been able to answer fundamental questions about HIV among Black people, e.g. why are the same HIV at risk groups in urban centers the same today as in the beginning of the so-called epidemic( gay men, Black IV drug users, and Black women)? Why is HIV so rampant in Africa? Is it Black promiscuousness? Or, is it Black men newly released from prison or Black men on the D and L? We don't think so. Moreover, there is a need to reexamine the reliability of HIV Testing. Contrary to what is widely believed, the HIV tests are not as reliable as some people claim. There are cases of 'false positives'. Could racial factors, like African genes, create false Positives and therefore create thousands of false positive people who do not have HIV? Is HIV the single reason for AIDS? Is there co-factors?

The only thing that seems clear under the circumstances is the need for us as Black people to step outside of the ‘how is HIV transmitted’ and the ‘HIV=AIDS’ box and reexamine the so-called facts. This definitely includes reexamining the reliability of the HIV test. In other words, It’s time for a change in our thinking.


The 'BLACK AND LATINO AIDS COALITION' of New York (Blac NY) is a coalition of people infected and/or affected by HIV and AIDS.


BLAC's vision is twofold:
(1) To provide culturally sensitive online alternative information about HIV Testing, HIV, and AIDS for people who want to make intelligent choices about their wellness.
(2) To train 'Cyber Wellness Educators' to provide outreach to online peers about HIV Tests, HIV, and Wellness.
