Universal Health Plan!

What is the plan?

I support a single payer universal health plan (UHP) that will provide comprehensive health coverage in the United States. By single payer I mean a federal national insurer based on a mutual insurance model where every participant is a stakeholder. Universal means everyone currently resident in the United States is covered. Comprehensive because it includes medical, dental, hospitalization, vision, and mental health along with prescription drug coverage and long term health care.

How it would work?

The UHP would pay doctors, clinics, and hospitals directly (except for nominal co-payments). UHP would have the ability to determine usual and customary charges, negotiate terms and rates, and invest excess revenues just as a commercial insurance company would. At no time should UHP hire doctors to provide medical services, take over clinics or assume ownership or management of any hospitals or run nursing homes. UHP would also assume the responsibilities currently held by Medicare and Medicaid and we would abolish those two programs permanently.

How do we pay for it?

The major funding source would be a tax on every U.S. business based on their total monthly payroll. I would hope somewhere in the range of 10 to 12% of their payroll expense, although from what I've heard and read recently it might be necessary to be as high as 15%. I suggest that we include state and local governments in this program. A smaller and secondary revenue stream would be the Medicare tax that employees already pay. At no time should UHP funds be commingled or be accessed by any other branch or department of the federal government.

I urge everyone to SEE SiCKO if you haven't already. And if you are as shocked and mad as I was about our current healthcare system let’s do something! And check out Dennis Kucinich - he is the only candidate with a real plan for universal healthcare. All the other candidates are just talk on this issue! Vote Dennis Kucinich for President 2008!

Due to mental illness and visible handicap, it takes me longer than average to find employment when I lose a job. Between jobs, I am always at risk of losing my insurance. Without expensive medication I am simply not employable in our dysfunctional, type-A-personality, alpha-male world. There may have been a time in the past where social and business institutions could be trusted to provide this coverage, or to have faith in their disabled employees and members, but corporate loyalty to the employee is at an all time low and faith communities seem more involved in pumping up their own wealth and image than in really attacking social problems. Even a selfish State should see the wisdom in providing coverage. What chance do we have at remaining productive, tax-paying citizens without treatment?
